Information on powers of FSTEC of Russia; list of regulatory legal acts determining these powers
As per the Regulation for the Federal Service for Technical and Export Control of Russia (FSTEC) approved by the Decree of the President of the Russian Federation dated August 16, 2004 No.1085, the Federal Service for Technical and Export Control (in what follows – FSTEC of Russia) forms a federal executive authority implementing national policy, organizing interdepartmental coordination and interaction, and exercising special and control functions in the sphere of state security concerning the following topics:
1) information security (applying non-cryptographic methods) in information and telecommunication infrastructure systems, exercising significant influence on national security in information sphere, including those functioning within information systems and telecommunication networks at critically important Russian facilities that can lead to material negative consequences if destructively influenced by any kind of information;
2) foreign technical intelligence countermeasures in the territory of the Russian Federation;
3) protection (applying non-cryptographic methods) of sensitive information constituting a state secret, any other restricted data, prevention of its technical channel leakage, unauthorized access, special effects/impacts on the information (information medium) for reasons of gaining, destructing, corrupting and blocking access to such information in the territory of the Russian Federation;
4) information protection in the course of development, manufacture, operation and disposal of non-informative emitting complexes, systems and devices;
5) export control.
